Article 30.- Expression of will.- The manifestation, limitation or conditioning of the will to give anatomical elements shall be noted in the citizenship card in the case of Ecuadorian citizens and in any other identification document in the case of foreigners legally residing in the country. A person`s refusal to be a donor does not result in discrimination and cannot be used publicly by any authority, person or media. INDOT, under the Ministry of Health, has trained civil registrars in several cities. The workshops consist of a theoretical part in which information is exchanged on the donation and transplantation process, the legal framework and the importance of the work carried out by each of the participants. As an example of the previous one, we can point out that in the province of Guayas, 162 civil registrars have been trained in Guayaquil, Sanborondón and Daule. 4. In March 2012, the Civil Registry began implementing the Organic Law on Donation and Transplantation by consulting and registering citizens` wills whenever they took steps to obtain their identity documents. At present, 95% of adult Ecuadorians who have turned to our institution have decided to keep their donor status. Organ and tissue donation is the maximum expression of human solidarity. It keeps dozens of men and women alive with a timely transplant. According to the National Institute for Organ, Tissues and Cell Donation and Transplantation, INDOT, there were 63 actual donors from January to December 2015, an increase of 26% compared to the same period in 2014, when 50 donors were registered. In the last 9 years, 1721 patients have received a transplant, which would not be possible without the coverage offered by the State and the solidarity of Ecuadorians who say yes to organ donation. Article 31: Registration of the expression of will.- It is the responsibility of the Directorate-General for Civil Status, Identification and Identification of the Republic to consult and collect the declaration of intent of persons over eighteen years of age who participate in this body, whether or not they are organ donors, and to register them in the corresponding identity document.

These other organizations are also part of the system: the field of organ donation and transplantation is highly regulated. There are state and federal laws and regulations that promote a safe and equitable system for allocation, distribution, and transplantation of donated organs.
