It is not necessary that the offence has been reported to the police or prosecuted. The Civil Legal Aid initiative for victims of crime (CLAVC) is a national mutual legal assistance project launched in 2017 to improve access to public services for vulnerable victims of crime. MLRI provides programmatic coordination for the initiative, which is supported by the Massachusetts Office for Victim Assistance through a grant from the Victims of Crime Act of 1984 (VOCA) of the Office for Victims of Crime, Office of Justice Programs, U.S. Department of Justice. MLRI, along with Massachusetts Legal Assistance Corporation, is co-managing this initiative. For example, a victim of an attack may be unable to work, resulting in financial hardship, including eviction and recovery issues. Or a survivor of domestic violence may need legal help to get divorce and child support. MOVA advocates for and supports victims of crime through survivor-sensitive policy development, fund management, training and one-on-one support. The Office for Legal Aid in Civil Matters provides civil assistance to victims of crime in cases arising from their criminal victimization. Services will be provided in accordance with the Service Delivery Plan for the Provision of Civil Services to Victims of Crime, revised in June 2019. Funding for this program comes from the U.S. Department of Justice`s Office for Victims of Crime. More than 24 lawyers in programs across the state provide legal services through CLAVC. The lawyers work in 6 regional law consulting firms across Massachusetts as well as 3 statewide legal assistance programs. Applicants for services under this program are not subject to the GBLS Income Guidelines. The Massachusetts Law Reform Institute and MLAC provide training, support and overall coordination for the CLACC project.
